Community Resources: Centers for Disease Control and Prevention

Centers for Disease Control and Prevention (CDC) is an operating sub-component of the Department of Health and Human Services. This organization works day and night to preserve the people of America from health, safety, and security risks present globally. CDC not only works for the citizens of America but through its valuable informative resources, it helps people all over the globe fight and prevent diseases. Its motto “Saving Lives, Protecting People” is the principle behind the working of this organization.

Through the use of science-based, data-driven methodologies, CDC has helped children, adults, and older people live a healthy life. It makes use of advancing science and promotes health equity. The organization started on July 1, 1946, with the aim to prevent malaria from disseminating across the nation. After growing deeper roots in the South of America, it extended to work on other communicable diseases and their prevention. Now CDC works in disease surveillance to prevent disease spread and promote public health in the U.S. and all over the world.

Mission, Vision, and Public Health and Safety Improvements

The mission of the CDC as a health organization is to prevent the spread of diseases and promote public health. No matter what the origin of the disease is, CDC works on preventing, combatting, and surviving diseases and provides support to communities to follow the same moves. CDC enhances the health security of the whole nation by using advanced science-based research for the effective management of diseases and their prevention. The vision behind CDC’s operating processes is to protect the health of all individuals while reducing health disparities and promoting health equity. The abstract of these missions and vision is as follows:

  • Using lab analysis and advanced computing systems to confront global disease threats
  • Bringing science-based research into practice to prevent and control diseases
  • Enhancing knowledge to promote healthcare and reducing wastes
  • Preventing diseases before they cross limits and promoting national health security (Centers for Disease Control and Prevention, 2022).

 These missions and visions of CDC improve the public health and safety. An example of an initiative by the CDC that supports its mission and vision is National Adult Immunization Plan (NAIP). This initiative conveys the summary of actions to be taken by federal and non-federal partners to secure public health and improve safety by preventing infectious diseases. This initiative comprises several goals including promoting the adult immunization infrastructure, enhancing access to adult immunization programs, expanding community demand for adult vaccines, obtaining innovation, and procuring technologies in the development of adult vaccines (Shen et al., 2019).

Promoting Equal Opportunity and Improving Quality of Life

 CDC promotes equal opportunity and improves the quality of life for the whole nation by reducing health disparities and considering health a priority of every individual regardless of ethnicity, gender, and race. This is done by its participation in overcoming social, cultural, economic, and physical barriers that hinder equal opportunity in providing improved quality of life. For this purpose, CDC has developed some strategies and plans that can be implemented to fulfill the goals of equal opportunity and improved quality of life.

Social Barriers and their Implications:

Social barriers are the barriers related to social determinants of health such as education, socioeconomic status, employment status, neighborhood, social support networks, and access to health care. Low literacy rates and poor socioeconomic background lead to unequal health opportunities. Housing, transportation, safety, and geography also play an important role in determining health. Due to the lack of adequate and safe housing, as well as improper neighborhood conditions the population’s health is affected (National Academies of Sciences et al., 2021).

The CDC ensures that these social barriers are deeply looked into and extensive efforts are made to overcome them. It encourages healthcare organizations to find the underlying factors contributing to social barriers in promoting health equity and improved quality of life (CDC, 2019). For example, Medicaid initiatives considered profound focus on connecting health care and social needs through Coordinated Care Organization (CCO) initiative. The CCO ensures collaborated care provision by linking the community members with healthcare services and fulfilling related social needs (Sjoberg et al., 2022). 

Cultural Barriers and their Implications

Cultural barriers comprise cultural beliefs and insensitivities that prevent equal opportunity in promoting health equity. Several communities with cultural backgrounds have custom beliefs such as gender biases in which particular gender is prioritized in acquiring treatment for health problems. Other cultural barriers are related to linguistics where there is a lack of healthcare staff’s understanding of certain languages (Martínez-García et al., 2022). These cultural insensitivities are barriers to promoting health equity and improved quality of life. CDC has developed the National Culturally and Linguistically Appropriate Services (CLAS) standards that are helpful in overcoming these cultural and linguistic differences. The National CLAS Standards consist of 15 action plan that serves to promote health equity, improve quality of life and reduce healthcare disparities (Centers for Disease Control and Prevention, 2019).  

Economic Barriers and their Implications

Economic barriers are related to income and financial constraints which impede the promotion of health equity. These financial barriers pose challenges to people such as managing expenses, paying medical bills, and accessing affordable quality housing and trustworthy childcare. This leads to unequal opportunities for accessing healthcare facilities and services. The CDC focuses on overcoming economic barriers by encouraging organizations to facilitate financial coverage and health insurance (CDC, 2022).

Physical Barriers and their Implications

Physical barriers include the absence of transportation and rurality where people are unable to travel to acquire healthcare services and other related facilities. These barriers lead to unequal assess to healthcare facilities. For this reason, the CDC promotes the use of telehealth and telemedicine to promote health equity and improved quality of life. CDC WONDER is an assimilated information and communication system for public health, which provides access to public to all the health information published and released by the organization (Centers for Disease Control and Prevention, 2022). This promotes equal opportunity and improves the quality of life for people living in remote areas with inadequate facilities. 

Impact of Funding Sources, Policy, and Legislation

The CDC gains funding sources for its effective working day and night to provide resources for public health. The CDC, as a private and public organization, acquires financial sources with the help of the Office of Financial Resources (OFR) through charity and philanthropic movements from the general public, and other institutes like foundations, corporations, universities, and NGOs (CDC, 2020). The funding sources play a major role in the management and working of operations under the CDC. Inadequate funding and financial sources create fewer opportunities for the organization to work up to the mark, causing poor prevention of diseases and creating an obstacle to promoting public health.

CDC’s Health in All Policies (HiAP) is one of the policy provisions that assimilates and articulates health concerns into policy development across various departments. This helps in improving the health status of all communities. HiAP also helps in finding gaps in evidence and attaining health equity. For example, the Nation Prevention Strategy is developed on the HiAP framework that serves to provide guidance to the nation for improving health and wellness by the most effective and attainable means (CDC, 2019). This improves the working of the organization in an effective way by fulfilling its mission of providing health equity and disease prevention.

CDC implements the Code of Federal Regulations and Federal Register which provides laws and regulations as guidance. These laws prevent the violation that may hinder the ongoing operations of the organization. These regulations guide the CDC in making efforts on disease prevention and control (CDC, 2019). The implication of this legislation on community members is staying vigilant in times of health crises and disease outbreaks which will lower the chances of health problems and improve health safety.

Impact on Health and Safety of Community and Involvement of Nurses in CDC

CDC with its informative resources on prevention and control of existing and new diseases helps community members in enhancing their health and safety. By following the effective measures for the prevention of diseases, community people are able to improve their health and safety. The Global Health Strategy by CDC aims to protect the health of community members by providing ways to eradicate diseases and health threats. In this movement, nurses can be equally involved in CDC to promote the health and safety of public individuals, they can educate community individuals to follow the provided effective measures to prevent diseases and lower morbidity and mortality rates. They can also participate in collaborative projects based on new research in improving health equity (Akselrod et al., 2023).

Conclusion

CDC is one of the community resources that aims to serve the public by promoting health. This is done by providing valuable resources on the prevention and control of diseases. The organization works on its mission of providing health equity and protecting public health. CDC considers social, cultural, economic, and physical barriers to health equity and ensures the strategies to overcome these barriers. The working operations of the organization depend on the funding sources provided, policies implemented and laws followed as regulated. Nurses can collaborate with the organization in promoting health equity, health, and safety by following the guidelines provided by the organization and educating patients on following these effective measures. This will ultimately enhance their health and safety by reducing the chances of morbidity and mortality.
